SIGNED BY LUREN DICKINSON AS GOVERNOR OF MICHIGAN. Also signed by Secretary of State. Dickinson was a long-time Lieutenant Governor (7 terms) who became Governor upon the death of Frank Fitzgerald in 1939. He lost the election in 1940.
