Document is approx. 16 x 18", nicely framed to 20.5 x 24.5", neatly penned appointment of a Basil Manly as "...a Member of the Federal Power Commission for a term of five years..." with paper Presidential Seal affixed to bottom left corner, not examined out of frame but looks very nice and possibly dry mounted. SIGNED BY FRANKLIN D. ROOSEVELT AS PRESIDENT. Also signed by William Phillips as Acting Secretary of State. Signatures look a little light, but still a nice piece.
