Slip inserted inside the front cover reads "Compliments of John J. Bagley, Governor of Michigan." Bagley was governor from 1873 to 1877. Covers his recommendations for various areas, i.e., banking, insurance, railroads, public lands, education, taxation, fish culture. From the estate of John Ducharme Bagley, grandson of Governor Bagley.
